Answer:

Ship-to-ship transfer of cargo carried out between ships positioned alongside each other, either while stationary or underway. STS normally required due to berthing restrictions. Therefore usually done in the open sea or anchorage. But may be conducted while one of the vessels berthed if local regulations and terminal rules permit.
