Why does the terminal do not fix the Bonding wire and what alternative do they fix?

Answer:

If there is a big potential current difference between the ship and the terminal, it will only require a static electric to ignite the flammable area. But instead of the bonding wire, the terminal has fitted an insulation flange at the loading arms.
