When planning bunkering operations it is preferable to arrange for the new fuel to be bunkered into empty or nearly empty tanks whenever possible.

Answer:

New fuel should be bunkered in empty tanks to minimize comingling with old fuel and thus the risk of incompatibility between different fuels.

Note, that this requirement is applicable to LSHFO only because Diesel Oil is not prone to incompatibility issues.
