If your vessel has been laid up for more than three months in a shipyard and the crew stood down, how would this affect your SMC? What would you do as Master to ensure compliance?

Minimum Safe Manning Certificate is mandatory for vessel to sail and trade.
While vessel is laid up the following to be observed:
1) Fire safety regulations of the facility where she is moored or anchored
2) Security level maintained
3) Remaining crew Rest Hours are in compliance with regulations.
Unless significant alterations to vessel design, equipment, scope of operations (which require more or less crew to manage) were done, valid MSMC may be used after the lay up.
Prior departure, Master should check all applicable certificates for availability and validity. All mandatory periodic check as per Marpol, Solas and Company SMS must be carried out and records updated.
Any non-conformities and expired certificates require dispensation from Flag and Class.
