There a few common reasons for turbine lose of power:
1) Turbine is overloaded.
2) Steam pressure and temperature are not up to design conditions.
3) The exhaust pressure is too high.
4) The governor setting is incorrect.
5) The inlet steam strainer is clogged.
6) Turbine nozzles are clogged with deposits.
